Note: In order to prevent the collapse of the Eastern Aleppo population transfer deal, armed opposition groups besieging Fuaa & Kefraya agreed to the transfer of wounded from the two towns. According to the ICRC approximately 750 had been evacuated from Fuaa and Kefraya as of 20 December.

Active Truce?:No. There was previously a 'Four Towns' that allowed for aid deliveries and medical evacuations in exchange for reciprocal measures in the opposition-controlled towns of Zabadani and Madaya in Rural Damascus, but this has broken down completely.

Aid: One UN interagency aid convoy reached Fuaa and Kefraya during the reporting period on 2 September. Fuaa and Kefraya have been receiving regular airdrops of humanitarian supplies and military assistance from the Syrian government.2
Active conflict: Yes. Besieging armed groups intermittently target the town.
Additional Details: There were also several small evacuations negotiated for severe medical cases from Fuaa in return for evacuations from Madaya in Rural Damascus governorate during the August-October period. Three such evacuations happened in August, for a total of 40 patients. A smaller evacuation took place in early September, and another small evacuation of eight people total took place for Madaya and Fuaa on 06 October. After this the “Four Towns Agreement” completely broke down, and all negotiations were cut off.
